Pricing Policy

This Pricing Policy sets out how HABIFY COMPANY LIMITED (CÔNG TY TNHH HABIFY, Enterprise Code 0319523808), the operator of CrawlPipe, prices its web lookup plans, public procurement intelligence subscriptions, and metered REST API / MCP plans, as well as the applicable taxes, fees, and notice periods for price changes.

1. Where prices are published

Current prices, features, monthly API unit allowances, and rate limits for every plan are published on our Pricing page (/pricing). Before you complete any payment, the exact amount payable (including applicable VAT and any payment gateway fee) is displayed on the checkout summary screen for your confirmation. If the figures in this document differ from the Pricing page or checkout summary, the price displayed at checkout prevails.

2. Subscription plans and pricing schedule

CrawlPipe provides digital legal and public procurement data services across five standard tiers plus custom Enterprise contracts:

Key benefits by tier:

Free (0 VND): Full web access to the Vietnamese Legal Library (/laws) and Public Procurement Directory (/bidding), basic AI Legal Q&A with clause citations, and starter API/MCP units.
Individual Lookup (79,000 VND/month): Priority AI Legal Q&A, point-in-time effectivity lookup (effectivity-at-date), saved documents, and email alerts when tracked legal documents are amended or replaced.
Business & Bidding (299,000 VND/month): Full access to bidding-vn procurement intelligence (TBMT invitation-to-bid notices, KHLCNT contractor selection plans, KQLCNT award results), investor & winning bidder analytics, real-time tender alerts, and team workspace.
Builder API (475,000 VND / $19 per month): Full REST API (/v1/legal/*, /v1/bidding/*) and MCP server (@crawlpipe/mcp), semantic/hybrid vector search, and HMAC-signed change webhooks.
Pro API (2,475,000 VND / $99 per month): High-volume API & MCP quota (250,000 units/month), bulk corpus export (/export), unlimited organization team members, priority support, and automated VAT e-invoicing.

3. API unit metering rules

For REST API and MCP requests, usage is metered in API units:

Standard data request (document detail, article lookup, bidding package detail, change feed, freshness): 1 unit.
Semantic or hybrid search (/v1/legal/search, /v1/bidding/search): 2 units.
Bulk export (/v1/legal/export, /v1/bidding/export): 100 units.
Failed or error responses (4xx, 5xx): 0 units (only successful 2xx responses are billed).
Idempotent replays: Requests sent with an Idempotency-Key matching a previously succeeded request within the retention window are charged 0 units.
Hard stop at monthly quota: When an organization reaches 100% of its monthly unit allowance, further metered calls return 429 QUOTA_EXCEEDED until the next billing cycle or plan upgrade. No surprise overage fees are charged.

4. Currency, VAT and electronic invoices

Domestic billing in Vietnam (VND): Prices are listed and settled in Vietnamese Dong (VND) via Habify payment-service (supporting VietQR/PayOS, VNPay, MoMo, ZaloPay). Listed VND package prices include Value-Added Tax (VAT, standard rate 10% per current tax regulations). Every successful VND payment is issued an official electronic VAT invoice via Habify invoice-service (Viettel S-Invoice) sent to your billing email.
International billing (USD): Prices for customers outside Vietnam are listed and billed in US Dollars (USD) via PayPal and exclude any local taxes or duties imposed by the customer's jurisdiction.
x402 agent micropayments: Where enabled on specific endpoints, autonomous AI agents may pay per request in accordance with the published /Reference/x402 schedule.

5. Upgrades, downgrades and price changes

Upgrades and downgrades: You may upgrade your plan at any time; the new quota and rate limit apply immediately upon payment confirmation. Cancelling or downgrading a paid plan takes effect at the end of the current billing cycle.
Promotions: Promotional discounts or trial credits are announced with clear validity dates and conditions and cannot be exchanged for cash.
Price changes: We may adjust subscription prices to reflect infrastructure costs, corpus expansion, or tax regulations. Any price change will be announced via email or in-portal notice at least 30 days in advance and will only apply from your next renewal cycle after the effective date.
