Conditions and Restrictions of Service

This document sets out the eligibility requirements, technical conditions, usage limits, legal disclaimers, and restrictions applicable to users and organizations accessing CrawlPipe (crawlpipe.com and api.crawlpipe.com), operated by HABIFY COMPANY LIMITED (CÔNG TY TNHH HABIFY, Enterprise Code 0319523808). It forms part of the Terms of Service; in case of any conflict, the Terms of Service prevail.

1. Nature of the service provided

CrawlPipe provides online access to normalized Vietnamese legal documents (legal-vn), public procurement and bidding information (bidding-vn), an AI Legal Q&A assistant, a metered REST API, and a Model Context Protocol (@crawlpipe/mcp) server. We provide digital software and data services only and do not sell physical goods.

2. Important disclaimer — Not an Official Gazette and not legal advice

  • Not an Official Gazette (Công báo): While every record served by CrawlPipe retains its source and source_url pointing to the original government publication and undergoes automated parsing and quality checks, CrawlPipe is a technical normalization layer and not the Official Gazette of the Socialist Republic of Vietnam or a state publishing authority.
  • Not legal, tax, or bidding consultancy: Information, search results, and AI Q&A responses provided by CrawlPipe are for reference and research purposes only. They do not constitute formal legal advice, tax opinions, or bidding consultancy. Users must independently verify texts against official state sources before making binding legal, accounting, tax, or tender submission decisions.

3. User eligibility and account conditions

To register an account, create an organization, or subscribe to a paid plan on CrawlPipe, you must:

  • Be an individual at least 18 years old with full civil legal capacity under Vietnamese law, or be a duly authorized representative of a lawfully established enterprise, organization, or state agency;
  • Sign in via a verified Habify Account and maintain accurate account and billing information;
  • Keep your API keys (cp_live_…) strictly confidential and immediately revoke any key suspected of compromise;
  • Not create multiple accounts or organizations to evade rate limits or repeatedly claim free-tier monthly unit quotas.

4. Technical conditions, quotas and rate limits

  • Client requirements: Accessing the web portal requires a modern web browser (Chrome, Edge, Safari, Firefox, Cốc Cốc) with HTTPS/TLS support. Calling the REST API or MCP server requires standard HTTPS clients supporting Authorization: Bearer cp_live_… headers and JSON envelopes.
  • Plan quotas (hard stop): Each plan includes a fixed monthly allowance of API units (500 units on Free; 2,500 on Individual Lookup; 10,000 on Business & Bidding; 25,000 on Builder API; 250,000 on Pro API). Once the monthly quota is reached, metered API/MCP calls are blocked (429 QUOTA_EXCEEDED) until the next billing period or until you upgrade.
  • Rate limits: Per-minute request limits (10 to 600 requests/minute depending on plan) are enforced at the API gateway across all endpoints to protect platform stability for all customers.
  • Webhook delivery limits: Outgoing webhook endpoints configured by your organization must use valid public HTTPS URLs (private/loopback IPs are blocked for SSRF protection) and respond with 2xx within the timeout window; webhooks failing 20 consecutive deliveries are automatically paused.

5. Prohibited conduct and restrictions on data use

You may not use CrawlPipe to:

  1. Resell or redistribute raw bulk data: Resell, sublicense, or redistribute bulk exports or wholesale copies of the CrawlPipe corpus as a standalone competing database, archive, or API service without a separate written B2B licensing agreement with CÔNG TY TNHH HABIFY.
  2. Circumvent metering or security: Bypass authentication, forge or manipulate Idempotency-Key headers, rotate multiple free accounts under one automated workload, or probe/attack platform infrastructure.
  3. Scrape the web UI: Use automated bots or scrapers against the crawlpipe.com web interface instead of using the documented /v1/* REST API or MCP server.
  4. Violate law or personal data rights: Attempt to re-identify individuals, upload unlawful content, or use the Service for any activity prohibited by the laws of Vietnam.

6. Right to refuse, rate-limit or suspend service

CÔNG TY TNHH HABIFY reserves the right to refuse service, throttle requests, revoke compromised API keys, or suspend/terminate accounts that breach these conditions, violate the Terms of Service, fail to pay overdue fees, or are subject to a lawful order from a competent state authority.
