Terms of Service

These Terms of Service ("Terms") govern access to and use of CrawlPipe (the "Service") at crawlpipe.com and api.crawlpipe.com, operated by HABIFY COMPANY LIMITED (CÔNG TY TNHH HABIFY, Enterprise Code 0319523808, first registered on 23/04/2026 at the Business Registration Office — Ho Chi Minh City Department of Finance; registered office: 251D/4 Luu Huu Phuoc, Phu Dinh Ward, Ho Chi Minh City, Vietnam; phone: 0367 465 952; email: crawlpipe@habifyhub.com) ("we", "us", "our"). By signing in with your Habify Account, creating an organization, generating an API key, subscribing to a plan, or calling the Service, you ("you", "Customer") agree to these Terms and the accompanying policies published on our website.

1. Scope of service

CrawlPipe is a Vietnamese legal and public procurement data platform offering web lookup, an AI Legal Q&A assistant, a metered REST API, and an MCP (Model Context Protocol) server. We crawl publicly available government sources across two primary domains:

  • legal-vn (Vietnamese Legal Documents): Normalized laws, decrees, circulars, resolutions, and normative instruments (parsed down to chapter/section/article/clause/point — chương/mục/điều/khoản/điểm — with amendment tracking and point-in-time effectivity).
  • bidding-vn (Public Procurement & Bidding): Invitation-to-bid notices (TBMT), contractor selection plans (KHLCNT), and contractor selection results (KQLCNT) with investor/bidder analytics and change tracking.

The Service is a technical data normalization, search, and delivery layer; it is not a law firm, does not provide legal advice, and is not the official Gazette (Công báo) or a state publishing agency.

2. Accounts, Habify Account SSO and API keys

To use the Service beyond unauthenticated web lookup and documentation pages, you must sign in using a Habify Account (OIDC + PKCE single sign-on) and belong to at least one organization. Organizations have members with roles of owner, admin, or member; role permissions (who can manage billing, API keys, webhooks, and team membership) are enforced in the portal.

API keys are issued in the format cp_live_…, are shown to you in full exactly once at creation time, and are stored by us only as a salted SHA-256 hash — we cannot recover or redisplay a lost key, and losing one means creating a new key and revoking the old one. You are responsible for keeping your keys confidential and for all activity performed under them. Revoke a key immediately if you believe it has been exposed; revoked keys stop authenticating immediately.

3. Plans, units and quotas

CrawlPipe offers both web lookup tiers and metered API/MCP plans (detailed in our Pricing Policy):

Unit costs vary by endpoint: a standard request costs 1 unit; semantic or hybrid search costs 2 units; a bulk export costs 100 units. Only requests that complete with a successful (2xx) response are charged — failed or error responses are never billed. Retried requests that reuse the same Idempotency-Key as a previously successful request are recognized as replays and are charged 0 units, so agent or client retry logic cannot cause double billing.

Quotas are a hard stop: once your plan's monthly unit allowance is exhausted, further metered requests are rejected with 429 QUOTA_EXCEEDED until your usage period resets (or you upgrade) — CrawlPipe does not bill unexpected overage beyond the plan allowance. Rate limits (requests per minute) are enforced independently of the monthly unit quota and apply even to unmetered or zero-cost requests.

4. Billing, cancellation and refunds

Paid plans may be purchased in Vietnamese Dong (VND) via domestic payment gateways (VietQR/PayOS, VNPay, MoMo, ZaloPay through Habify payment-service, with automated VAT e-invoices issued via invoice-service), in US Dollars (USD) as recurring subscriptions processed by PayPal, or per call via the x402 agent payment protocol where enabled. We do not collect or store your payment card or bank login credentials ourselves.

You may cancel a paid subscription at any time from the Billing section of the portal; cancellation takes effect at the end of the current billing period — you keep plan access and its unit allowance until that date, after which your organization moves to the Free plan with no data deleted. If a scheduled payment fails, your subscription enters a past-due state; if payment is not corrected within the grace/dunning window, the organization is downgraded to the Free plan automatically. 5. Acceptable use

You agree not to:

  • Resell or redistribute the bulk corpus obtained through the Service as a competing dataset or API without a separate written agreement with us;
  • Attempt to circumvent unit metering, rate limits, or plan quotas (including by evading authentication, spoofing idempotency keys, or distributing a single key across automated systems designed to defeat per-key limits);
  • Engage in automated abuse of the Service, including excessive parallel polling, scraping the portal UI in place of using the API, or attempts to degrade Service availability for other customers.

We may suspend or rate-limit accounts we reasonably believe are violating this section pending investigation. See also Conditions and Restrictions of Service.

6. Data sources, provenance and accuracy disclaimer

Vietnamese normative legal documents (laws, decrees, circulars, and similar instruments) are not subject to copyright protection under Vietnamese law (Law on Intellectual Property, Article 15), and our legal and procurement corpora are built from publicly available government sources. Every record we serve retains a source and source_url field identifying its origin. CrawlPipe is a normalization and delivery layer over that public material — it is not the official gazette (Công báo) or any government publisher, and while we take care in parsing and structuring documents, we do not guarantee that any given record is a byte-perfect, currently effective, or complete representation of the underlying instrument. For any use where legal or bidding accuracy is binding (compliance decisions, tax filings, tender submissions, litigation), you must independently verify the relevant document against its official source before relying on it.

7. Service levels and freshness

We publish a freshness metric — the interval between a document's official publication (source_published_at) and the time it becomes queryable through the Service (available_at) — at /v1/meta/freshness and on our public status page (/status), both as p50 and p95 over a rolling window. Some trigger sources (such as Công báo RSS feeds, the Ministry of Finance, and the General Department of Taxation) may surface a document before its origin record is available from the primary source; such records are marked provisional and are reconciled once the origin record is confirmed. Unless covered by a separate B2B Enterprise contract, published metrics describe observed performance rather than a financial SLA guarantee.

8. Suspension and termination

We may suspend or terminate your access to the Service for breach of these Terms (including Acceptable Use), non-payment, suspected fraud or abuse, or legal/regulatory requirement, with notice where practicable. You may stop using the Service, cancel any subscription, and delete your organization at any time from the portal; deleting an organization revokes its API keys, removes its webhooks, and removes its pending invites and members. Sections of these Terms that by their nature should survive termination (including limitation of liability and data provenance disclaimers) continue to apply after termination.

9. Limitation of liability

The Service, and all data and AI responses delivered through it, is provided "as is" and "as available," without warranty of any kind, express or implied, including any warranty of legal accuracy, completeness, fitness for a particular purpose, or non-infringement. The Service is not legal advice, and no output from the Service should be treated as a substitute for advice from a qualified lawyer. To the maximum extent permitted by applicable law, CÔNG TY TNHH HABIFY is not liable for any decision made, action taken, or loss incurred in reliance on data obtained from the Service, including indirect, incidental, or consequential damages, and our aggregate liability shall not exceed the total fees actually paid by your organization to us in the six (06) months preceding the claim.

10. Governing law, dispute resolution and changes

These Terms are governed by the laws of the Socialist Republic of Vietnam. Any dispute or complaint is handled in accordance with our Complaint Handling Policy; if negotiation fails within 30 days, the dispute shall be submitted to the competent People's Court in Ho Chi Minh City, Vietnam.

We may update these Terms from time to time to reflect changes to the Service, pricing, or applicable law. Material changes will be notified at least 05 working days in advance (or 30 days for price changes) via email or an in-portal notice. Continued use of the Service after a change takes effect constitutes acceptance of the updated Terms.
